Guidelines for Domestic & International Passengers arriving via the Mactan-Cebu International Airport (MCIA)

MCIA reminds all arriving domestic passengers to strictly adhere to the following guidelines and documentary requirements upon check-in at their port of origin and upon arrival at MCIA. This is in compliance with the regulations of the Provincial Government of Cebu and the Local Governments of Cebu City, Lapu-Lapu City, and Mandaue City.


  • Passport
  • Quarantine Certificate stating completion of 14-day quarantine and negative PCR-test result
  • ID as proof of residence

OFWs are urged to register their information in the OFW Assistance Information System (OASIS) at


  • Medical Certificate from the Municipal or City Health Officer of the Local Government Unit (LGU) where LSI was stranded
  • Letter of Confirmation from LGU of destination under Cebu Province (not required for tri-cities: Cebu City, Lapu-Lapu City, and Mandaue City)
  • Both numbers 1 and 2 will follow protocols covering LSIs.
  • Travel authority from JTF COVID Shield


  • Round-trip plane ticket
  • Company ID/Proof of Profession
  • Certificate of employment/profession stating the purpose of travel
  • Travel authority from the JTF COVID Shield (except APORS: government, medical, and authorized business workers)
  • Certification from the Cebu Provincial Government (if destination is one of the component cities or municipalities)


  • Certification from the LGU of residence
  • Certification from Cebu Provincial Government (not applicable for Cebu City, Mandaue, Lapu-Lapu City)
  • Medical Certificate from LGU of residence
  • Passengers with incomplete documents will NOT be allowed to check-in and/or board the aircraft.
  • Locally-stranded individuals (LSIs) will also include:
    1. Non-OFWs or OFW applicants who are unable to leave the country and who wish to return to their home provinces
    2. Filipinos or permanent resident visa holders who have returned to the Philippines.
  • Certifications from the Provincial Government of Cebu may be requested via [email protected]
  • Passengers travelling to Cebu City, Lapu-Lapu City, or Mandaue City may get in touch with their respective city governments for other specific requirements.
  • Passengers seeking assistance upon arrival may approach the government’s Information and Assistance Desk located at the Airport Village. The assistance desk will be manned 24/7 by representatives or personnel from the Overseas Workers Welfare Administration (OWWA), Department of Interior and Local Government (DILG) Region 7, and certain local government units.

Passengers are strongly advised to continuously monitor the status of their flights and to ensure that they have the necessary documents in compliance with the regulations and guidelines of the LGU of their point of origin and destination.

Check-in from Port of Departure

Upon check-in, Airlines to remind passengers of the following:

  • Mandatory swab tests shall be performed upon arrival
  • For Non-OFW’s, testing fee and hotel accommodations shall be shouldered by the passengers
  • A hotel booking confirmation is required
  • COVID19 RT-PCR Test of P4,900.00 for non-OFWs/Seafrers

Arrival Flow at MCIA

All arriving international passengers are reminded to strictly adhere to the following protocols upon check-in at their port of origin and upon arrival at MCIA:

  • Must undergo mandatory RT-PCR swab test upon arrival at MCIA
  • Must have a confirmed hotel accommodation prior to departure to Cebu
  • For returning non-OFW Filipinos and/or foreign nationals, the cost for swab test and hotel accommodation shall be shouldered by the passenger
  • Must complete the online form prior to departure

Upon arrival, proceed to thermal scanning by the Bureau of Quarantine and present your online barcode at the verification table.


Proceed to Immigration for clearance


Proceed to the following counters at the Arrival Reclaim Hall:

  • For OFW: OWWA counter
  • For non-OFWs and/or foreign nationals: Cashier counter (PHP and Visa card are accepted. For other currencies, proceed to the foreign exchange counter at the arrivals area.)
  • For other inquiries: DOT, DILG, and DOH counters

Proceed to the waiting area for swab testing


Present the Bar Code to the health personnel and undergo RT-PCR swab test.

Wear the orange band/sticker on your right wrist to indicate that the swab test is done.


Claim your baggage at the assigned reclaim belt


Proceed to waiting area and wait for a representative from the respective agencies for Customs clearance:

  • OWWA for OFWs
  • Accredited hotel liaison officers for non-OFWs and foreign nationals

Proceed to Customs for clearance


Proceed to your designated vehicle with your respective agency representative for hotel drop-off


Wait for an e-mail of your swab test result from BOQ to be released after 24-48 hours.

Ensure that your e-mail address is valid. If the e-mail address is invalid, a copy of your test result will be sent to your designated hotel. Results are uploaded to a secured website provided to the designated hotels. Hard copy of the test results will be given to the passengers by the assigned hotel liaison officer.

If the PCR test result is negative, the LGU may bring the passenger to his/her residence in Cebu or they may be allowed to go home through their private vehicle. If passenger is not based in Cebu, he/she may take his/her onward flight.

If PCR test result is positive, the passenger must comply with mandated health, safety, and treatment protocols of the Department of Health and Bureau of Quarantine
